
The Government has approved 16 new spending ceilings aimed at reinforcing the Industrial and Technological Plan for Security and Defense. This measure guarantees the multiannual financing of the Special Modernization Programs (PEM), aimed at renewing Spain's military capabilities and strengthening its technological and industrial autonomy.
The initiative envisages an initial investment of 10,471 million euros by 2025 and the mobilization of nearly 34 billion euros in the coming years. With these funds, the Ministry of Defense will finance 31 EMPs, ranging from the acquisition of armored vehicles, radars and self-propelled artillery, to the construction of new logistic support ships and advanced electronic warfare systems.
In the naval field, the logistics ship 'Patiño' will be replaced and the F-100 frigates will be upgraded, in addition to modernizing the amphibious ships and acquiring a new hydrographic vessel. In the air field, the training fleet will be renewed and tactical transport platforms and multipurpose helicopters will be developed.
On the space side, the plan calls for the launch of two satellites with synthetic aperture radar to improve earth observation. At the digital level, a unique real-time operational management system and a secure tactical radio system will be implemented.
These programs not only modernize the Armed Forces, but also boost the development of strategic sectors recognized by NATO. These include artificial intelligence, Big Data, robotics, quantum technologies, space, biotechnology and new energy systems. Many of these technologies have a dual use - military and civilian - and are considered essential for collective security in an increasingly uncertain international context.
